In July 1985, the ISC was awarded by Pennsylvania Department of Public Welfare, a five-year performance-based contract to provide Vocational English Language Training and Employment Services to refugees in the Central Region of Pennsylvania. To maximize the clients’ access to needed services, the ISC established the ISC Lancaster office on July 15, 1985.
